Section 2, Membership. Membership in this party shall be open to any resident of the 62nd District who supports the principles of the Democratic-Farmer-Labor Party of Minnesota. No person may vote on any motion, resolution, nomination or election at any caucus, convention, meeting or conference of the DFL Party who is a member of any other 12 political party.
Section 3, Eligibility. Persons who meet the requirements of Article 1, Section 2, are eligible for election to District Office, except as limited by the State Party Constitution and the specific provisions of Article IV, District Organization.
Section 1, Authority. Precinct caucuses shall be called and precincts organized within the 62nd Senate District as defined by the State Party Constitution and the election laws of the State of Minnesota.
Section 1, County Unit (District). A convention session of the precinct delegates shall be held in the 62nd Senate District each even-numbered year. A precinct may cast one and only one vote for each delegate or alternate present and voting. A majority of delegates and alternates seated as delegates registered at the convention shall constitute a quorum.
Section 2, Business. The convention shall elect officers, delegates, and alternates to the State and Congressional District DFL Conventions and members and alternates to the State and Congressional District Central Committees as 34 specifi ed in the Official Call. The convention session may adopt resolutions, amend its Constitution, endorse a candidate for State Senate, recess in order to allow endorsements for candidates by the House District Conventions and 36 conduct such other business as may come before the convention session.
The delegates and alternates to the State Convention shall meet following the adjournment of the District Convention to select members to the Fifth District Congressional Convention committees as specified in the Call.
Section 3, Authority. Subject to the DFL State Party Constitution, Minnesota Election Laws, and the Official Call as issued by the State DFL Central Committee, the County Unit (District) Convention shall be the supreme governing body of the DFL Party in the 62nd State Senate District.
Section 4, Arrangements. The District Executive Committee shall be responsible for arranging the appropriate facilities for the District Convention. The date, time and place of the convention shall be announced at the precinct caucuses by the conveners.
Section 5, Committees. At least these committees shall be shall be designated by the District Executive Committee: Rules, Credentials, Constitution, Nominations, and Resolutions. Each precinct may send representative(s), (who are precinct delegates or alternates) to attend a meeting following the precinct caucuses at a date and site previously determined and announced at all caucuses. The committees for the county unit (district) convention shall be formed as prescribed by the District or, lacking such a prescription, by the Official Call.
Section 1, Officers. The District officers shall consist of Chair, Associate Chair, Secretary, Treasurer, Affirmative Action
Officer, and eleven (11) Directors. The Chair and Associate Chair shall be of different gender and shall not reside in the
same legislative district (62A, 62B). Not more than seven (7) Directors shall be of the same gender. Either the Chair or
Associate Chair may call a District Central Committee or Executive Committee meeting.
A. The Chair shall be responsible for calling and presiding at all Executive and Central Committee meetings,
appointing special committees, shall be the Chief Executive Officer of the District and shall serve as an
ex-officio member of all committees.
B. The Associate Chair shall succeed in the event of a vacancy of the Chair, assist the Chair and preside at all
meetings in absence of the Chair.
C. The Secretary shall record the minutes of all meetings, shall be in charge of all the files and records of the
District and preserve such files and records and open them for inspection at the convenient and appropriate
times if requested by any member of the DFL Party as provided in Article 1, Section 2. The Secretary shall
serve as first alternate at State Central Committee meetings.
D. The Treasurer shall have custody of any funds of the District and shall render written reports to each meeting of
the Central Committee and the Executive Committee and shall also make a full report to the District
Convention. The Treasurer shall serve as a second alternate at State Central Committee meetings.
E. The Affirmative Action Officer shall carry out the Affirmative Action Plan of the District which may include
organizing under-represented groups in the DFL, making sure press releases are sent to minority and special
press, and organizing educational programs for under-represented groups.
F. Directors (11) shall plan and implement educational programs, raise funds, promote party participation in the
community implement the party's Affirmative Action Plan, provide for the publicity needs of the party, make
arrangements for conventions and coordinate campaign activities for the district.
An audit of all financial records and transactions of the District shall be made by February of the even-numbered calendar years and a report made to the convention.
Upon leaving office, all District records, books and properties shall be turned over to the successor or to the body authorized to name a successor.
Section 2, Removal and Replacement. District officers District officers may be removed from office for malfeasance or nonfeasance in accordance with the DFL State Constitution.
Section 3, Executive Committee. The District Executive Committee shall consist of the District Officers and any member of the State Executive Committee or the 5th District Executive Committee residing in the 62nd District. The Executive Committee shall be responsible for management of District business between meetings of the Central Committee. No funds may be disbursed by the Executive Committee, except for normal operating expenses of the 62nd District, without approval of the District Central Committee. A majority of the Committee membership shall constitute a quorum. The District Chair shall call a meeting of the Committee at least once a quarter. The Executive Committee shall be responsible for Affirmative Action within the district.
Section 4, Senate District Central Committee. The District Central Committee shall consist of the Executive Committee, one representative from each precinct, and any members of the Congressional District and State Central Committees residing within the 62nd District. Each precinct shall be represented by its precinct chair, or in the chair's absence, by the vice chairs in rank order. Between conventions, the Central Committee shall declare and fill vacancies among District officers and precinct chairs as prescribed in the State DFL Constitution. One-third of the membership shall be a quorum. The Central Committee shall have authority for District business and affairs between conventions. The District Chair shall call a meeting of the Central Committee at least three times a year. Notification of Central Committee meetings shall go to all committee members and precinct vice chairs.
Section 5, State Central Committee. Not more than one-half plus one of the State Central Committee delegates or their alternates shall be of the same gender.
Section 1, Meetings. The 62nd District DFL Party general membership shall meet at the call of the Chair or Associate Chair at least once a quarter.
Section 2, Rules. The general rules of the 62nd District DFL Party shall be those established in the State DFL Constitution. Any matter not governed by State Party Constitution, the Official Call to the District Convention or Precinct Caucuses, this Constitution or by Rules or Bylaws adopted by the District shall be governed by Robert's Rules of Order, Newly Revised. The Constitution becomes effective when adopted.
Section 3, Use of District Officer Title. A District officer may use his or her title in support only of a DFL-endorsed candidate.
Section 1, Amendment. This Constitution may only be amended by the 62nd District Convention at its bi-annual session or at a convention called by the Central Committee for the purpose of amending the Constitution.
Section 2, Procedure. In order to be considered by the conventions, proposed amendments must be prepared in writing, codified as to Article and Section and individually made a part of the agenda.
Section 3, Bylaws. Bylaws concerning matters not expressly governed by or in conflict with this Constitution may be adopted or amended by majority vote of the convention.
Bylaws may be adopted or amended by the 62nd District Central Committee provided such changes receive a majority vote of the entire committee. A copy of the proposed changes in Bylaws shall be included in the meeting notice of the 62nd District Central Committee.
