When the Naked Goddess ascended into the Invisible Clergy, and the Occult Underground's heavy hitters started coming out of the woodwork, the Twin Cities was left out. Groups like the New Inquisition and True Order of Saint-Germain found their operatives decapitated, disembowled, or worse. The murders inspired a few investigations, but most occultists just stayed away.
In time, those native to the Twin Cities came to a realization: all the murder victims had been Adepts who had commited at least one violent crime. That fact, along with eye witness accounts of a dark man with strange powers, lead the occultist to the conclusion that an avatar of Vengeance was protecting the cities from Evil magick-users. They named him Wrath, and soon his existence was confirmed.
Alex Abel had sent a hit squad to find out what was killing his agents, and eliminate it. The ensuing street battle was witnessed by dozens of locals, and the occult community had to scramble to supress the news reports. As it was, the media was talking about "gangs from the West Coast" for months! The real story has circulated widely throughout the Occult Underground, and Wrath is almost a celebrity.
The end result is that Wrath seems to have developed a grudge against the Occult Underground's major organizations, and hunts down any of their operatives who enter the Twin Cities. This has made it one of the few places in the industrialized world where minor cabals can wield significant power...
